Clark County Commissioners Postpone 911 Hearings
At the November 1, 2017 meeting of the Clark County Commissioners, the commissioners pulled the resolution setting the date and time for public hearings on the Combined 911 Center Assessment. The public hearings will allow the public to express their opinions and concerns regarding the proposed assessment on all improved parcels in the county to support the operating costs for a Countywide 911 System. The proposed Countywide 911 System would go into effect in January 2019.
Currently each township and municipality operates their own system or contracts with the Sheriff’s Office for 911 Services. In some cases, residents must make multiple calls before they are able to get the assistance they need. The combined 911 services would provide every resident in the county immediate emergency response.
According to Commissioner Melanie Flax-Wilt, “The response I have received from community members is that they realize that the county needs the center.” She added, “Whether you are a resident of the city or in the far reaches of the county you deserve efficient 911 services.”
Commissioner Richard Lohnes said, “I am driven by this mission; however, I hesitate to press on until after the election on Tuesday.” He said, “I’d like to see the City of Springfield contribute to the operating costs of the center. I would rather do this correctly rather than fast.”
Wilt asked whether the monies that the townships save by no longer paying directly for 911 services can be used for anything besides Fire and EMS services.
County Administrator Jennifer Hutchinson explained that it depends on how the local levies are written. It could vary from township to township.
The commissioners agreed to pull the public hearing resolution until more information is known.
In addition, the commissioners also pulled a resolution to purchase a property at 1620 West Main Street. The resolution was pulled because the final details of the purchase have not been finalized. Once the final purchase price is determined the resolution will be reintroduced.
In regular business, the commissioners increased the contract with FDC Enterprises, Inc for the County Engineer by $81,050 to extend the contract for one year. The contract is now effective through October 27, 2018. FDC Enterprises, Inc provides tree and bush removal services.
They also authorized a contract with Duro-Last Roofing for $71,105.40 to provide roofing services for the Engineer.
For Building and Grounds, the commissioners amended the contract with Nations Roof of Ohio to update the Owner-Contract Agreement. The contract covers roofing services for the Job and Family Services Building.
For the Department of Job and Family Services (DJFS), the commissioners increased the contract with Calvin Electric, LLC by $12,427 to extend the contract for one year. The contract is now effective through January 23, 2019.Calvin Electric provides electrical services for the DJFS facilities.
In addition, the commissioners authorized a contract with Clark State Community College for DJFS for $287,858 to provide pre-employment training to eligible Ohio Means Jobs (OMJ) participants from October 18, 2017 through October 17, 2019.
For the Sheriff’s Office, the commissioners authorized a contract with the City of New Carlisle for $25,948.72 to provide dispatching services to New Carlisle from January 1, 2018 through December 31, 2018.
They also accepted a grant for the Sheriff’s Office from the Bureau of Workers’ Compensation for $17,529.50 to purchase 50 lard bearing vest carriers.
For the Prosecutor’s Office, the commissioners accepted a grant agreement with the Ohio Attorney General for a grant from Victims of Crime Act (VOCA) for $113,108.36 and a grant with State Victims Assistance Act (SVAA) for $5,935.61 for the Victim Witness Program effective October 1, 2017 through September 30, 2018.
In regular business, the commissioners rescinded the resolution for a contract with FlexBank, Inc. for flexible spending accounts because the vendor was unable to meet the county policy.
The next meeting of the Clark County Commissioners is scheduled for 8:30 a.m. November 8, 2017 in the Commissioners’ Conference Room at 50 E Columbia Street.
