At the July 5, 2018 meeting of the Clark County Commissioners, the commissioners acknowledged a levy request from the Mental Health and Recovery Board of Clark, Greene, and Madison Counties and authorized the submission of the request to the Clark County Auditor for a Property Tax Levy to be placed on the November ballot. The 1-mill renewal levy would be for a period of ten years. Collection of the tax would begin in 2019 and continue through 2028. The levy would provide funds for operation of community mental health service providers and additional service providers, and the acquisition, construction, renovation financing, maintenance, and the operation of mental health facilities and addition facilities by the board.
For the Department of Job and Family Services (DJFS), the commissioners authorized two contracts with Rocking Horse Community Health Center, Inc. The first contract is for $306,254 to provide management of a Medicaid caseload in Clark County by facilitating enrollment and continued participation for families in the Medicaid program effective July 1, 2018 through June 30, 2020.
The second contract for $206,855 is to provide a Nurse Care Coordinator program that addresses the need for a continuum of quality health and emotional care for Clark County children who have been removed from their homes amidst charges of abuse and neglect through June 30, 2020.
For the Sheriff, the commissioners authorized a Memorandum of Understanding for $50,000 each with Springfield Clark Career Technology Center and Northwestern Local School District for a Resource Officer for the 2018-2019 school year. The contracts would run from August 1, 2018 through July 31, 2019. This would result in $100,000 in income for the Sheriff’s Office.
For the Utilities Department, the commissioners approved a contract with C&N Contractors for $23,257 to rehabilitate the Northridge Booster Station Building effective through July 1, 2019.
For the Engineer, the commissioners authorized two inter-governmental agreements between Bethel Township, Mad River Township, Moorefield Township Pike Township, Springfield Township, Village of Enon and the Clark County Commissioners. The first agreement commits the County, Townships, and Villages to cooperate in completing the 2018 Pavement Marking Project. The County, Townships, and Villages agree to the total local share cost for the project for $238,600.
In the second agreement the Townships, Villages and County agree to cooperate in completing the 2018 Roadway Resurfacing Project. They agree to the total local share of the cost of the project to be $1,323,334.20. Both agreements are effective through October 31, 2018.
In addition, the commissioners awarded the contract to Barrett Paving Materials for the New Carlisle Pike Road Project for $844,842.35 with alternate one for $49,485 and alternate two for $214,372.50.
For the Board of Developmental Disabilities, the commissioners accepted a lease for $13,624.90 a year from the Clark County Educational Service Center for 2418 Sunset Avenue, Springfield. The lease is effective July 1, 2018 through June 30, 2019.
In regular business, the commissioners reappointed Lisa Henry to the Board of Trustees of Clark County Public Library for a term to expire July 29, 2025.
They also authorized the purchase of a 2018 Doolittle Dump Trailer form Custom Way Welding for $7,799.25 Community and Economic Development.
The next meeting of the Clark County Commissioners is scheduled for July 11, 2018 at 8:30 a.m. in the Commissioners Conference Room at 50 E Columbia Street.
